Snowy Mountains SAP - Make a submission

The Snowy Mountains Special Activation Precinct (SAP) draft master plan is on exhibition until midnight Monday August 23.

IF you are a resident or person interested in the future of Jindabyne and the resorts of Thredbo, Perisher and Charlotte Pass you should be submitting your opinion and feedback.

The SAP will be a huge investment in this area with upwards of $200 million by the NSW State Government into community infrastructure, business opportunities and a strategic plan for the next 40 years. The vision is to be a year round sustainable economy and not just reliant on seasonal tourism.

Currently this area is the most seasonal tourist region in Australia geared mainly toward the winter snow season.

This is a once in a lifetime opportunity for future planning and the draft master plan is just that, a draft, with the final plan being shaped by your feedback. The master plan will be released in 2022 along with the Delivery Plan and Development Concept Plan (DCP).

Both the Delivery Plan and DCP will have their own 28 day public exhibition in 2022 for community consultation.

The draft master plan offers up many suggestions and ideas in Jindabyne and the resorts. There are some great ideas, many need more refining and others could be discounted as not viable or necessary depending on your view.

It is important that you at least read the draft master plan document which offers a broad view of the SAP. You could also read the technical studies but they are lengthy, we have suggested key documents to read below with all other links.

There are easy ways to offer feedback by just taking the Survey and responding to questions on the Interactive Map.

Note: Use this page as your home base to link to everything you need for information, documents and submissions. Read to the bottom of this page first and then click on links as required.

Your Opinion and Feedback

Every opinion is taken on board and in the recent NSW Planning information webinar, Anthea Sargeant, who has been leading the Planning NSW team said they are already looking at changes in the master plan after many common themes through the community consultation phase.

“We will take suggestions or concerns seriously, and we will modify the master plan as required to address some of the concerns being raised,” said Ms Sargeant.

Sample of submission

(Heading) Jindabyne Housing and Development

(Sub Heading) Objection to Proposed Building Height

(Reference) I refer to page 62 in the Structure Plan Part 1 document

(Comment)

I note that your diagrams in this section of town that is currently the Jindabyne Holiday Park shows high rise buildings of a nature that are above our current heights.

I personally would have great concern with buildings of this height in this particular area of town along the lake foreshore. I have lived in the main centre of town for over 15 years now and have views to Lake Jindabyne which I do not want impeded.

Furthermore, the consensus of the community from the beginning of this master plan is we did not want ANY high-rise buildings. The lake foreshore development should be thought of in a more subdued direction, with lower style buildings so that the lake is not impeded from any direction no matter where you are in town.

This would be an eyesore on the town to have increased building height and not compliant with community expectations. I would expect that when the final master plan is released that this will be rectified and accounted for in any ongoing future documents to NOT have such high-rise buildings permitted at all along the lake foreshore. Links to Documents

Key documents to read are

SAP Draft Master Plan

Essentially this is the 141 page glossy magazine which provides an oversight of the whole project. It is informative with snapshots of the plan, but it was never intended to have specific minor detail, that is in other technical studies. (Download SAP draft master plan here)

SAP Draft Master Plan Appendix

This 114 document provides more in depth detail of the SAP including the Jindabyne Growth, Jindabyne Catalyst Precinct and Alpine Precinct. (Download SAP appendix here)

Discussion Paper (Explanation of Intended Effect)

This is an important document and its name could be a ‘zoning paper’ as it discusses the Alpine, Local and Activation Precincts State Environmental Planning Policies (SEPP). This document will help with your zoning education if you are not already familiar. (Download SAP discussion paper here)

SAP Structure Plan – Part 1

This lengthy document gives breakdowns on all the areas and again will give you a better understanding of more detail of the project. (Download SAP structure plan part 1 here)

Other Technical Studies

There are numerous documents, pick the document that interests you the most and read. (Look for tab "View the Technical Studies" halfway down this page)
